Antiterrorism
Defensive measures used to reduce the volnerability of individuals and property to terrorist acts, to include limited response and containmentby local military forces.
Blue Dart message
A time sensitive terrorist incident notification message. Initiated by the Navy Antiterrorism Alert Center to provide Commands immediate indiciations and warnings of the high potential for, and imminent threat of a terrorist attack.
Deterrence
The prevention from action by fear of the consequences. Deterrence is a state of mind brought about by the existance of a credible threat of unacceptable counteraction.
Force Protection

Volnerability Assessment (VA)
A self-assessment tool. The installation, ship, base, unit, or port uses the VA to evaluate its physical security plans, programs, and structures relative to a terrorist attack.

Ageneral threat of possible terrorist activity exists but warrnts only a routine security posture.
FP condition Alpha
Declared when a general threat of possible terrorist activity is directed toward installations, vessels, or personnel, the natureand extent of which are unpredictable and where circumstances do not justify full implementation of Bravo measures.
FP condition Bravo
Declared when an increased and more predictable threat of terrorist activity exists. The measures of this FP condition must be capable of being sustained for weeks without causing undue hardships affecting operational capability and agravating relations with local authorties.
FP condition Charlie
Declared when a incident accours or intelligence is received indicating that some form of terrorist action against installations, vessels, or personnel is imminent.
FP condition Delta
Declared whem a terrorist attack has occured in the immediate area or intelligence indicates a terrorist action against a specific location or person is likely
National Maratime Intelligence Center (NMIC)
Incorporates the office of Naval Intelligence, the Maratime Corps Intelligence Activity and the Coast Guard Intelligence Coordination Center and is the national resource for all maratime and expeditionary operations
