Cetars is the Navy’s Corporate Training Database and the sole source of official Navy Training statistics for all formal training. Cetars is the automated information system and data base utilized for the management of Navy Training.

The system facilities and controls the collection of all raw training data, compiles the information performs statistical calculations, and provides the data and results to all levels of the military training organization.

Cetars documents the Navy Training experience, providing a true picture of achievements while supporting manpower and resource decisions, personnel distribution, class scheduling, quota management, and determining training requirements.

The NTMPS Electronic Training Jacket (ETJ) is a web-based tool which provides the capability to automatically compile individual training, education, advancement, qualifications, and certification data into an electronic format that is accessible on-demand.

The ETJ integrates Navy training databases so that service members can view and print from a single source all documented information on their individual training and education accomplishments, advancement status, and qualifications and/or certifications achieved.
Describe the Navy Knowledge Online (NKO).
Navy Knowledge Online (NKO) is the Navy’s portal devoted specifically to Education and learning that will empower Sailors to excel professionally and personally. It is accessible from any Internet connection.

NKO provides the users with powerful tools of customization to enhance their experience, and allows the users to quickly find the latest knowledge on subjects of their choosing.

It also contains the Navy Enterprise Collaboration Center, a powerful document collaboration center designed to meet the needs of NKO users.
What can be found at the NKO Homepage?
The Homepage automatically serves as the NKO Portal’s default page, and it displays channels and content relevant to all Navy personnel.

It is the first page that appears after a user logs into NKO. The content of the Homepage is almost entirely pre-determined and constant for all users.
Explain the 5-Vector Model (5VM).
The concept of the Five Vector Model was developed as part of the Task Force EXCEL initiative. The model is used to show Naval personnel their career path, the requirements they need to complete to prepare them for increased responsibility and to qualify for future assignments.

Also, the model aligns professional development requirements with certifications or qualifications ( military and civilian) that are recognized as the industry standard.

The 5 Vector Model, “ is a plan that charts out what sailors will have to do in order to have a successful career. Split into four milestones- recruit, apprentice, journeyman and master-the specialized model shows what sailors need to do.
Explain the Professional Development Vector.
This vector addresses rating and community training. Wherever possible, the Navy will closely correlate training to private sector standards and not recreate what already works.

The Navy is going to adapt the best that business has to offer.
Explain the Personal Development Vector.
This vector involves areas such as financial management and planning, Health Care, etc, Additionally college-level elective programs are offered along this vector.
Explain the Professional Military Education and Leadership Vector.
