Compare and contrast the concepts of "government soveignty" and "popular sovereignty."
Government sovereignty means the national government cannot be sued by states or citizens without its permission. Popular sovereignty means citizens hold ultimate authority through the ballot and even a sovereign governmetn is accountable to citizens.

Through its authority of judicial review. The judicial branch has the power to declare laws or statutes unconstitutional, and may also intervene in disputes involving the other two branches.

Most tribal governments are based in democracy (leaders are elected). They establish businesses, enforce their own civic codes and they have the authority to license activities and collect taxes.
