It is a plan to survey the area. And then they broke it up into different sections. Then congress sold off the sections and made money at hte same time. 1 acre is at least 1 dollar. And the price goes up based on location.
John Dickenson
He was a representative of Pennsylvania. When he was not re-elected, he decided to move to another area(deleware). Runs for representative in Deleware.
Republic
a governmnt where citizens rule through elected representatives. Which placed power in the hands of capacble leaders.

Education
One square of land must be set aside for education.
Consent of people
People run thier own governmetn. so each individula state must have an accepted constitution. Becuase each state is different.
