Ensures all personnel are instructed in all safety matters. Central POC for all safety matters.
Explain the safety responsibilities of All Hands.
All will familiarize themselves w/ reg's & inst's applicable to them. Comply w/ CSP and OPNAVIST 3750.6.
Explain the functions of the Safety Council/Enlisted Safety Committee.
Sets goals, manage assets, review safety recommendations. Ground, Aviation & Aeromedical are standing members. Reps from other activities.
Discuss how human error contributes to aviation mishaps.
Is part of nearly every mishap. Involves physical and mental factors.
Discuss how Maintenance and support factors contribute to aviation mishaps.
Improper maintenance, priority assignments or QA. Can be caused by way made, assembled or installed.
Discuss how Administative and supervisory factors contribute to aviation mishaps.
Regulation enforcement. Lack of supervision or failure to require PQS. Lack of formal and informal training.
Discuss how material failures and malfunctions contribute to aviation mishaps.
Faulty design, defective manufacture, or repair. Most of these may actually be maintenance factor or human error.
Discuss how environmental factors contribute to aviation mishaps.
Acts of God. Extreme exposure to heat, cold, vibrations, noise, illumination, radiation, or aatmospheric contaminants.
Define Class A mishap.
Total cost of damage is $1,000,000 or more, or injury/illness results in fatality or permanent disability.
Define Class B mishap.
Total cost of damage is $200,000 to $1,000,000 ro injury/illness results in permanent partial disability or 3 or more personnel hospitalized inpatient.
Define Class C mishap.
Total cost of damage is $20,000to $1,000,000. Loss of time beyond day/shift incident occured or non-fatal illness/disease causing loss of time from work.
State the objective of the Aviation Gas-Free Engineering Program.
Ensure a safe environment is maintained when working on areonautical equip fuel systems. NA 01-1a-35. QAR CDQAR w/ AVGFE course.Insufficient demand is less than 3 GFE req's in 6 months.
Explain the hazards associated with Radio Frequency (RF) energy.
RF energy can generate elec currents/voltage causing elec shock, burns, biological dameag and cataracts. Unwanted activation of EED can cause sparks that ignite flammable materials.
State the purpose of Laser Safety Hazard Control Program.
Design a series of safety factor to use when using lasers. Laser System Safety Officer, est. reg., SOPs, eyewear, signs, training, etc.
State the Purpose of a safety stand down.
To devote time to safety training.
Discuss the concept of Operational Risk Management (ORM).
Systematic, decision-making process used to identify & manage hazards that endanger naval resources. Increase operational readiness & potential for success.
Explain "Identify Hazards" as it applies to ORM.
Outline/chart major steps. Conduct hazard analysis: list hazards of steps & causes for them.
Explain "Assess Hazards" as it applies to ORM.
Determine degree of risk of each hazard in terms of probability & severity. Matrix is helpful.
Explain "Make Risk Decisions" as it applies to ORM.
Take each risk and select controls. Decide if benefit outweighs risk.
Explain "Implement Controls" as it applies to ORM.
Measures used to eliminate hazards or reduce risk. Engineering, administrative, & PPE.
Explain "Supervise" as it applies to ORM.
Conduct follow-up eval of controls ensuring they remain in place w/ desired effect. Monitor for changes. Take action when necessary.
