Articles of Confederation. What could congress do and not do?
americas first confederation 1777. created a firm league of friendshipamung the thirteen states. states would send delgates to a confederaton congress. each state has one vote in congress. congress could declare war. appoint military officers. coin money. congress could not regualte trade. pass laws about taxes
right to vote
white males ages 21 and older. had to own a certain amount of property or pay a certain amount of taxes. nj let some women vote for awhile.
great comprimise
july 16. called for a two house legislature. lower house of reps/seats based on population. upper senate each state gets 2 senators.
shays rebellion
massachusetts 1786. daniel shay was a farmer in debt. led a revolt attacking courthouses to prevent the sale of farmers property as payment for debts. massachusetts mitila sent. the cause was was the economic depression.
describe virginia plan
proposed by james madison and edmund randolf. called for a strong national government with 3 branches. legislative passes the laws. execitive carriesut the laws. judicial sees that the laws are carried out. court systems. called for a two house legislative. seats awarded on population. problem- larger states would have more reps.
describe the problems of the new government
money was the biggest problem owed millions becasue of war and had no way to repay debts. states printed own money which made trading difficult. foreign countries took advatage of the new governments weakneses. britain refused to withdrawl troops in the ohio river valley spain closed port of new orlenes to american farmer.

federalists
favored a stron national government wrote serries of essays the federalists papers defendeing the constitution james madison and alex hamilton.
antifederalists
apposed the constitution becase no bill of rights
three-fiths compromise
agreed that3/5 of the slaves would be counted in teh states population.
why were there state constitutions?
to spell out rights of all citizens. to set limits on governments power.
3 branches of government
legislative:congress house of reps and senate. execitive: president. judicial: court systems supreme court.
