- Any member of the Senate or the House of Representatives.
- How can a bill that has been vetoed become a law?
- The vetoed bill can become a law if two-thirds majority vote in Congress to override the veto.

- It was the set of laws that governed the Northwest Territory. It ALSO included the steps to becoming a state. The southern boundary was the Ohio River. The western boundary was Mississippi River.

- This was an example of the Articles of confederation NOT working effectively. They were not happy with the government.

- Our country's first plan for a government. There was a Congress, but it did NOT have two houses (senate/representatives). It was a weak form of government. It was NOT the best plan of government for our country.
