- daniel shays
- revolutionary war officer who led shay's rebellion. he was defeated and condemned to death, but pardoned. he led hundreds of men who wanted to shut down the uspreme court.
- new jersey plan
- a proposal to create an unicameral legislature with equal representation by poopulation; rejected a the constitutional conventioin. proposed by william patterson.
- constitutional convention
- a meeting held in philadelphia at which delegates from the staes wrote the constitution. in may of 1787. to emprove or revise the articles of confederation.

- u.s system of government in which power is distributed betweena central government and individual states that make up a country.
- roger sherman
- of connecticut propsed a compromise plan. the legislative branch wouls have two houses.

- the idea that political authority belongs to the people.
- great compromise
- an agreement worked out at the constitutional convention establishing that a state's population would determine representation in the lower house of the legislature, while each state would have equal representation in the upper house of the legislature.

- shays rebellion
- an uprising of massachusetts farmers, led by daniel shays, to protedt high taxes, heavy debt, ans farm foreclosures. the country had no way to stop it. it showed the country had weakness.
- federalist papers
- a series os essays that defended and explained the constitution and tried to reassure americans that the states would not be overpowered by the proposed national government. authors: john jay, james madison, alex hamilton.
- virginia plan
- the plan for government propoaed at the constitutional convention in which the national government would have supreme power and a legislative branch woul have two houses wiht representation determined by state population. presented by edmund randolph the large states liked it.

- the division of the federal government that includes th epresident and the administartive departments; enforces the nation's laws. makes sure laws are passed.

- james madison
- american statesman, a delegat to the constitutional convention, the author of some of the federalist papers, and is called the father of the constitution for his propals at the constitutional convention. he led the united states through the war of 1812. and from virginia.
- 3/5 compromise
- only 3/5 of a state's slave population would count when determining represenative.
- articles of confederation
- the document that created the first central government for the united states; was repealed by the constitution in 1789. the new national constitutuion stated the duties singal branch of government called congress
- checks and balances
- a system established by the constitution that prevents any branch of government from becoming too powerfull. limits the power of each branch.
- northwest ordinance
- legislation passed by congress to establish a political structure for the northwest territory and create a system for the administration of new states in1787. the states were Illinios, Wisconsin, Indiana, Michigan, Ohio, and Minnesota. it created a system of bringing new states into the union.
