- keeps any branch of government from becoming too powerful. Limits the powers of each branch.

- The first national constitution that stated the congress would become hte single branch of government but it would have limited powers in order to protect the liberties of the people.on November 15, 1777.
- Executive Branch
- includes the president and the departments that help run the government and makes sure the laws are carried out.
- New Jersey Plan
- William Patterson proposed that a one-house legislature where each state was given an equal number of votes, and thus an equal voice in the federal government. The small states liked this.

- 10 of the proposed ammendments intended to protect citizens' rights. Written in December of 1791

- The uprising of farmers to protest high taxes and heavy debt. Showed weakness in the confederatipon.
- Virginia Plan
- Edmond Randolph proposed that a new federal constitution that would give sovereignty, or supreme power to the central government. A legislative branch would have two houses based on population. The large states liked this.

- Held in May 1787 in Philadelphia's Independence Hall to improve the Articles of Confederatiton. Resulted in the writing of hte Constituion.
- Great Compromise
- The agreement to create a two-house legislature; a lowr house based on population and and upper house of represenatives with equal representation.
- Inforce Laws, call a special session of congress, can veto acts of congress, can suggest laws to Congress, appoints federal judges, can grant reprieves and pardons for nonviolent federal crimes.
