Antiterrorism
Defensive measures used to reduce the volnerability of individuals and property to terrorist acts, to include limited response and containmentby local military forces.
Blue Dart message
A time sensitive terrorist incident notification message. Initiated by the Navy Antiterrorism Alert Center to provide Commands immediate indiciations and warnings of the high potential for, and imminent threat of a terrorist attack.
Deterrence
The prevention from action by fear of the consequences. Deterrence is a state of mind brought about by the existance of a credible threat of unacceptable counteraction.
Force Protection
Security program designed to protect service members, civilian employees, family members, facilities, and equipment, in all locations and situations, accomplished through planned integrated application of combating terrorism.
Hostage
A person held as a pledge that certian terms or agreements will be kept.
Improvised explosive device(IED)
A device placed or fabricated in an improvised manner incorporating destructive, lethal, noxious, pyrotechnic, or incendiary chemicals and designated to destroy, incapacitate, harass, or distract.
Counterterrorism
Offensive measures taken to prevent, deter and respond to terrorism.
Crisis management
Measures taken to anticipate, prevent, resolve, and contain a terrorist threat or incident.
Physical Security
The part of security concerned with physical measures designed to safeguard personnel.

The safeguarding of vessels
Random Antiterrorism Measures (RAM)
Multipule security measures that when activated serve to disguise the actual security procedures in affect.
Risk management
A process by which decision makers reduce or affect risk.
Risk assessment
The identification and assessments of hazards.
Status-of-Forces agreement (SOFA)
The legal position of visiting military forces deployed in the territory of a friendly state.
Terrorist threat level
An intelligence threat assessment of the level of terrorist threat faced by U.S. personnel and interest in a foreign country
Threat assessment (TA)
The continual process of compiling and examining all available information concerning potential terrorist activities by terrorist groups that could target a facility
Volnerability Assessment (VA)
A self-assessment tool. The installation, ship, base, unit, or port uses the VA to evaluate its physical security plans, programs, and structures relative to a terrorist attack.
Insurgent
Members of a political party who rebels against established leadership.

To deter, deny, and defeat terrorism.
Sabotage
The destruction of property or obstruction of normal operations.
Weapons of mass destruction(WMD)
The use ofhigh explosives, chemical, biological, necular, or radiological weapons.
Information warfare
Actions taken to achive information superiority by affecting adversary information, information-based process, information systems and computer-based networks while leveraging and defending ones own information, information-systems, and computer-based networks.
FP condition normal
Ageneral threat of possible terrorist activity exists but warrnts only a routine security posture.
FP condition Alpha
Declared when a general threat of possible terrorist activity is directed toward installations, vessels, or personnel, the natureand extent of which are unpredictable and where circumstances do not justify full implementation of Bravo measures.
FP condition Bravo
Declared when an increased and more predictable threat of terrorist activity exists. The measures of this FP condition must be capable of being sustained for weeks without causing undue hardships affecting operational capability and agravating relations with local authorties.
FP condition Charlie
Declared when a incident accours or intelligence is received indicating that some form of terrorist action against installations, vessels, or personnel is imminent.
FP condition Delta
Declared whem a terrorist attack has occured in the immediate area or intelligence indicates a terrorist action against a specific location or person is likely
National Maratime Intelligence Center (NMIC)
Incorporates the office of Naval Intelligence, the Maratime Corps Intelligence Activity and the Coast Guard Intelligence Coordination Center and is the national resource for all maratime and expeditionary operations

The Navy.s executive agent for cryptologiy, Information Warfare, and command and control warfare

Maneuvering a vessel in contact with an oposing vessel to cause the oposing vessel to turn away.
