adj - capricious; whimsical. 2 discretionary; based on subjective factors or random choice and not on objective principles
consternation
noun - dismay, alarm, anxiety or confusion
dictum
noun - 1 a formal or authoritative statement of opinion. 2 a popular saying or maxim
disparage
verb - to speak of someone or something with contempt
disparagement
noun - speaking of someone or something with contempt
ethereal
adj - 1 having an unreal lightness or delicateness; fairy-like. 2 heavenly or spiritual
exemplary
adj - 1 worth following as an example. 2 serving as an illustration or warning.
filibuster (n)
noun - the practice of making long speeches, often continuing for a number of hours, to delay the passing of laws

verb - to obstruct legislation by making long speeches

adj - implied or meant, although not stated directly
